FT pulls apart austerity economics | Left Foot Forward

The Financial Times (?) has this morning produced a blinding set of graphs which highlight how fiscal austerity has had a negative impacted on the GDP of various European economies.

Essentially, the greater each government?s austerity drive the larger the drop in GDP. Are you listening, Mr Osborne? The third graph (furthest to the right) is the important one (the horizontal line depicts the level of austerity from 2009-2012 and the vertical line shows the fall in GDP.

The coup de grace is delivered, however, by Paul Krugman of The New York Times:

?Austerity was costly for the afflicted economies: the greater the tightening between 2009 and 2012, according to the International Monetary Fund, the bigger the fall in output.?

Stocks surge; Dow on track to high close of year

NEW YORK (AP) ? Stocks surged for a second day, putting the Dow on track for its highest close of the year.

The market rose on more evidence that the U.S. housing market is recovering and signs that shoppers are still spending, at least at discount retailers such as Dollar Tree, which reported a jump in quarterly earnings Wednesday.

The gains were broad: Twenty-nine of 30 stocks in the Dow Jones industrial average advanced. All 10 industries in the Standard and Poor's 500 index rose, led by industrial companies.

The Dow Jones industrial average rose 170 points, or 1.2 percent, to 14,070 as of 3:10 p.m. EST. The Standard and Poor's 500 index gained 20 points, or 1.3 percent, to 1,517. The Nasdaq composite rose 43 points, or 1.4 percent, to 3,173.

The Dow has surged 286 points in the past two days, erasing its drop of 216 points Monday when inconclusive results from an election in Italy renewed worries that Europe's fiscal crisis could flare up again.

"The market psychology has clearly shifted. It's no longer sell the rally, it's buy the dips," said Dan Veru, chief investment officer of Palisade Capital Management. "The economic data continues to be strong."

Investors were also encouraged that Federal Reserve Chairman Ben Bernanke stood behind the central bank's low-interest-rate policies as he faced lawmakers for a second day. His comments dissipated worries about the bank's resolve to keep up the program. Those worries sprung up last week when minutes from the bank's last policy meeting revealed disagreement among Fed officials.

Also, the number of Americans who signed contracts to buy homes rose in January from December to the highest level in almost three years. The report continued a string of positive housing news. Sales of new homes jumped 16 percent last month to the highest level since July 2008, the government reported Tuesday.

Home builder stocks rose for the second day in a row. PulteGroup climbed 48 cents to $19.53, after rising 5.7 percent the day before.

"Some encouraging news for the bulls has been the housing data that has come out over the past couple of days," said Todd Salamone, director of research at Schaeffer's Investment Research.

The Dow is up 7.3 percent since the start of the year, and is now less than 100 points away from its record close of 14,164 reached in October 2007. The S&P 500 is 6.2 percent higher for the year, and is about 3.2 percent short of its record close of 1,565.

Salamone said he remained "extremely bullish," on stocks in the medium and long-term, but cautioned that a pullback may lie ahead in coming days after the year's strong gains.

Discount retailers rose. Dollar Tree jumped $4.68 to $45.77 after reporting a 22 percent profit increase. Dollar General also rose $1.96 to $47.07. Family Dollar Stores rose $1.63 to $57.83.

In addition to the housing recovery, stronger company earnings and an improving job market have also given investors a reason to buy stocks.

Wall Street analysts predict that earnings for S&P 500 companies will climb 7.8 percent in the fourth quarter, the third straight quarter of growth.

The yield on the 10-year Treasury note rose one basis point to 1.89 percent.

Among other stocks making big moves;

? Priceline.com rose $23.19 to $701.20 after reporting that its net income jumped in the fourth quarter as bookings grew.

? First Solar plunged $4.78 to $26.59 after the company posted disappointing sales for the fourth quarter and gave a weak early outlook for the year.

? Target fell 70 cents to $63.34 after the No. 2 discount chain's quarterly income fell 2 percent as it dealt with intense competition during the holiday shopping season.

? DreamWorks Animation fell 43 cents to $16.18 after posting a loss of $82.7 million. The company booked a write-off on its November release "Rise of the Guardians" and on an upcoming movie that needs to be reworked.

SpaceX tests rocket for space station launch

SpaceX's Falcon 9 rocket completed a two-second ignition of its first stage while being held down onto its Florida launch pad on Monday, in preparation for Friday's launch to the International Space Station. SpaceX said it completed a successful test of the engines on its Falcon 9 rocket on Monday, in preparation for Friday's planned cargo launch to the International Space Station.

The California-based rocket company's unmanned Dragon capsule is due to deliver about 1,200 pounds (550 kilograms) of supplies to the space station and bring back 2,300 pounds (1,050 kilograms) of cargo, including scientific samples and space station hardware.

Monday's static-fire test was aimed at checking the performance of the Falcon 9 first stage's nine engines before they're called upon to loft the second stage and the Dragon capsule toward orbit on Friday. The rocket was held down onto its launch pad at Space Launch Complex 40 at Cape Canaveral Air Force Station in Florida for the engine firing, which came at the end of a dress rehearsal for Friday's countdown.

"SpaceX engineers ran through all countdown processes as though it were launch day," the company said in a statement issued after the 1:30 p.m. ET firing. "All nine engines fired at full power for two seconds, while the Falcon 9 was held down to the pad. SpaceX will now conduct a thorough review of all data and continue preparations for Friday's targeted launch."

In a Twitter update, SpaceX's billionaire founder, Elon Musk, reported that the static-fire test looked good: "Engines generated 433 tons of thrust, parameters nominal."

SpaceX said the first opportunity for launch will come at 10:10 a.m. ET on Friday. This is the third Dragon to be sent to the space station, and the second flight under the terms of a $1.6 billion, 12-flight cargo resupply contract with NASA.

Another company, Virginia-based Orbital Sciences Corp., has a separate $1.9 billion contract to deliver supplies to the space station but has not yet begun flying its Antares rocket and Cygnus cargo capsule. On Friday, Orbital completed a successful static-fire test of Antares' engines in preparation for the rocket's first flight, which is expected to take place later this year.

NASA's contracts with SpaceX and Orbital are meant to help fill the gap left by the retirement of the space shuttle fleet in 2011. Russian, European and Japanese unmanned spacecraft are also used to send supplies to the space station, but Russia's Soyuz capsule is the only spacecraft currently cleared to transport astronauts to and from orbit. NASA is providing more than $1 billion to SpaceX, the Boeing Co. and Sierra Nevada Corp. to support the development of new crew-capable spacecraft for low Earth orbit.

Can drones ever be constitutional?

Lyle Denniston looks at the concept that judges or Congress should have some say in the process of using drone aircraft to target suspected terrorists.

The statements at issue:

?No American prosecutor can imprison or execute someone except on the orders of a judge or jury. That fundamental principle applies no less to the suspected terrorists that the executive branch chooses to kill overseas. ? A growing number of lawmakers and experts are beginning to recognize that some form of judicial review is necessary for these killings, usually by missiles fired from unmanned drones. ?Creating a court to approve targeted killings is the first step Mr. Obama can take if he is serious about bringing national security policy back under the rule of law.?

? The New York Times, in an editorial on February 14, titled ?A Court for Targeted Killings.?

?Some politicians, pundits and professors have suggested that ?kill lists,? drone strikes and targeting protocols be submitted for ?independent judicial review??essentially, that federal judges ought to be assigned the task of monitoring, mediating and approving the killer instincts of our government. This is a very bad idea.

? Retired U.S. District Judge James Robertson, of Washington, D.C., in an op-ed column in The Washington Post on February 17, titled ?The wrong venue for drone review.?

?The drone court idea is a mistake. It is hard to think of something less suitable for a federal judge to rule on than the fast-moving and protean nature of targeting decisions. ? Putting aside the serious constitutional implications of such a proposal, courts are simply not institutionally equipped to play such a role.?

? Neal K. Katyal, Washington attorney and former Acting U.S. Solicitor General, in an op-ed column in The New York Times on February 20, titled ?Who Will Mind the Drones??

We checked the Constitution, and?

checkFrom the time of the Constitutional Convention until now, the separation of powers lodged in the national government was understood to be essential to Americans? liberty. James Madison went so far as to suggest, in Federalist No. 47, that ?the accumulation of all powers ? in the same hands ? may justly be pronounced the very definition of tyranny.?

Of course, the three branches are not sealed off entirely from each other, but there are some core functions of each that cannot be shared. No matter how eagerly some policymakers want to put some legal restraints on the Obama administration?s policy of targeted killing by drones in waging war on terrorism, it is a near-certainty that the idea of handing to a civilian court the power to decide who could be killed, and when, would not withstand constitutional scrutiny.

It would turn judges into functioning adjuncts to the president?s ?war cabinet,? and give them a veto power over a policy that, however audacious or questionable, is still a part of the process of waging war.

Courts can judge the constitutionality of some exercises of war powers, when someone claiming to have been wronged can bring a lawsuit, but that is judicial, not military, work. The Supreme Court, for example, overturned President Harry Truman?s seizure of the nation?s steel mills in 1952 in the midst of the Korean War, because the steel industry went to the judicial branch with a constitutional grievance.

And the Supreme Court, during the war on terrorism, ruled in 2008 that Guantanamo Bay detainees have a constitutional right to challenge in a regular civilian court their prolonged confinement?in a case filed by detainees through their American lawyers.

One of the reasons that the Supreme Court can exercise that kind of power is that it has remained detached from the waging of war, and it can exercise an independent judgment over the constitutional dimensions of war.

Some say that setting up a drone court would be no different from giving judges the power to approve search warrants, or the power to judge life-or-death issues raised in capital punishment cases. But those, again, are judicial functions, carried out in the context of genuine legal ?cases or controversies,? in constitutional terms.

Imagine what would have happened in 1945, when the U.S. government chose to use atomic bombs as way to try to bring an end to the war against Japan, if the B-29 bomber, Enola Gay, could not be dispatched until an ?atomic bomb court? signed off on the flight plans and the target. That would have been a constitutional anomaly, indeed.

• In a continuing series of posts, Lyle Denniston provides responses based on the Constitution and its history to public statements about its meaning and what duties it imposes or rights it protects.

The administration?s drone policy has produced a yearning among some, perhaps many, for some independent review of the use of the power to call for the execution of an individual, even an American citizen, when suspected of being a terrorist threat. In an internal administration ?white paper? that was leaked to the media recently, the Justice Department strongly resisted any form of judicial review, and that was hardly surprising.

Under the Constitution, if there is to be some oversight of the use of drones, and especially of the choice of individuals to be killed by such methods, that has to be done by Congress?another branch that is politically accountable. Congress would have the option (and this was an alternative suggestion by attorney Neal Katyal in his column in The Times) of creating a quasi-independent review panel within the executive branch, to function rather like the ?inspector generals? do within executive agencies.

It is sometimes too easy, when a problem of governance newly arises, to forget the Madisonian view that concentration of government power is constitutionally dangerous. If there is a problem of accountability and transparency with the current targeted killing program, the answer lies with the political, not the judicial, branches?that is, until the unlikely day that a targeted individual can get into court before a drone strikes.

JOHANNESBURG (AP) ? Even if Oscar Pistorius is acquitted of murder, firearms and legal experts in South Africa believe that, by his own account, the star athlete violated basic gun-handling regulations and exposed himself to a homicide charge by shooting into a closed door without knowing who was behind it.

Particularly jarring for firearms instructors and legal experts is that Pistorius testified that he shot at a closed toilet door, fearing but not knowing for certain that a nighttime intruder was on the other side. Instead of an intruder, Pistorius' girlfriend Reeva Steenkamp was in the toilet cubicle. Struck by three of four shots that Pistorius fired from a 9 mm pistol, she died within minutes. Prosecutors charged Pistorius with premeditated murder, saying the shooting followed an argument between the two. Pistorius said it was an accident.

South Africa has stringent laws regulating the use of lethal force for self-protection. In order to get a permit to own a firearm, applicants must not only know those rules but must demonstrate proficiency with the weapon and knowledge of its safe handling, making it far tougher to legally own a gun in South Africa than many other countries where a mere background check suffices.

Pistorius took such a competency test for his 9 mm pistol and passed it, according to the South African Police Service's National Firearms Center. Pistorius' license for the 9 mm pistol was issued in September 2010. The Olympic athlete and Paralympic medalist should have known that firing blindly, instead of at a clearly identified target, violates basic gun-handling rules, firearms and legal experts said.

"You can't shoot through a closed door," said Andre Pretorius, president of the Professional Firearm Trainers Council, a regulatory body for South African firearms instructors. "People who own guns and have been through the training, they know that shooting through a door is not going to go through South African law as an accident."

"There is no situation in South Africa that allows a person to shoot at a threat that is not identified," Pretorius added. "Firing multiple shots, it makes it that much worse. ...It could have been a minor ? a 15-year-old kid, a 12-year-old kid ? breaking in to get food."

The Pistorius family, through Arnold Pistorius, uncle of the runner, has said it is confident that the evidence will prove that Steenkamp's death in the predawn hours of Feb. 14 was "a terrible and tragic accident."

In an affidavit to the magistrate who last Friday freed him on bail, Pistorius said he believed an intruder or intruders had gotten into his US$560,000 (?430,000) two-story house, in a guarded and gated community with walls topped by electrified fencing east of the capital, Pretoria, and were inside the toilet cubicle in his bathroom. Believing he and Steenkamp "would be in grave danger" if they came out, "I fired shots at the toilet door" with the pistol that he slept with under his bed, he testified.

Criminal law experts said that even if the prosecution fails to prove premeditated murder, firing several shots through a closed door could bring a conviction for the lesser but still serious charge of culpable homicide, a South African equivalent of manslaughter covering unintentional deaths through negligence.

Johannesburg attorney Martin Hood, who specializes in firearm law, said South African legislation allows gun owners to use lethal force only if they believe they are facing an immediate, serious and direct attack or threat of attack that could either be deadly or cause grievous injury.

According to Pistorius' own sworn statement read in court, he "did not meet those criteria," said Hood, who is also the spokesman for the South African Gun Owners' Association.

"If he fired through a closed door, there was no threat to him. It's as simple as that," he added. "He can't prove an attack on his life ... In my opinion, at the very least, he is guilty of culpable homicide."

The Associated Press emailed a request for comment to Vuma, a South African reputation management firm hired by the Pistorius family to handle media questions about the shooting.

The firm replied: "Due to the legal sensitivities around the matter, we cannot at this stage answer any of your questions as it might have legal implications for a case that still has to be tried in a court of law." Vuma said on Monday it referred the AP's questions to Pistorius' legal team, which by Tuesday had not replied.

Culpable homicide covers unintentional deaths ranging from accidents with no negligence, like a motorist whose brakes fail, killing another road user, "to where it verges on murder or where it almost becomes intentional," said Hood. Sentences ? ranging from fines to prison ? are left to courts to determine and are not set by fixed guidelines.

The tough standards for legally acquiring a gun were instituted in part because of a wave of weapons purchases after the end of racist white rule in 1994, said Rick De Caris, a former legal director in the South African police. Under South Africa's white-minority apartheid regime, gun owners often learned how to handle firearms during military service. Many of the new gun owners had little or no firearms training, which brought tragic results, De Caris said.

"People were literally shooting themselves when cleaning a firearm," said De Caris, who helped draft the Firearms Control Act of 2000.

Prospective gun owners must now take written exams that include questions on the law, have to show they can safely handle and shoot a gun and are required to hit a target the size of a glossy magazine in 10 of 10 shots from seven meters (23 feet), said Pretorius of the Professional Firearm Trainers Council.

In his affidavit, Pistorius said he wasn't wearing his prosthetic limbs "and felt extremely vulnerable" after hearing noise from the toilet.

"I grabbed my 9 mm pistol from underneath my bed. On my way to the bathroom, I screamed words to the effect for him/them to get out of my house and for Reeva to phone the police. It was pitch-dark in the bedroom and I thought Reeva was in bed," he testified.

Legal experts said they are puzzled why Pistorius apparently didn't first fire a warning shot to show the supposed intruder he was armed. Also unanswered is why, after he heard noise in his bathroom that includes the toilet cubicle, Pistorius still went toward the bathroom ? toward the perceived danger ? rather than retreat back into his bedroom.

"He should have tried to get out of the situation," said Hood, the attorney.

HAVANA (Reuters) - Retired Cuban leader Fidel Castro made a rare public appearance Sunday by joining the opening session of the National Assembly, state media reported amid speculation the gathering could give clues on planning for a future leadership succession.

At Sunday's session, he took his seat beside brother President Raul Castro, only the second time he has graced the assembly chambers since his illness and the first since 2010.

Fidel Castro's surprise appearance added to expectations, fueled by his brother, that the usually routine session might shed light on future leadership of the communist-run nation.

In a back and forth with reporters on Friday, Raul Castro joked about his eventual retirement and urged them to pay attention to Sunday's conclave, which is closed to foreign journalists.

"I'm going to turn 82; I have a right to retire already," he said. "You don't believe me? Why are you so incredulous?" he said.

The 612 deputies, who were elected in an uncontested vote February 3, are expected to name a new 31-member Council of State with Raul Castro as president, despite his quip.

The National Assembly meets for just a few weeks each year and delegates its legislative powers between sessions to the Council of State, which also functions as the nation's executive through the Council of Ministers it appoints.

Governments, Cuba watchers and Cubans will be watching to see if there are any new, and younger, faces among the Council of State members, in particular its first vice president and five vice presidents, with an average age over 70.

The new government is almost certain to be the last headed up by the Castro brothers and the generation that has ruled Cuba since they swept down from the mountains in the 1959 revolution that led to a long-running feud with Washington.

Raul Castro, 81, would begin his second term on Sunday, theoretically leaving him free to retire in 2018, aged 86.

Eighty percent of the parliament's 612 members, with an average age under 50, were born after the Revolution.

EFFORT TO PROMOTE YOUNGER GENERATION

Raul Castro, who officially replaced his ailing brother as president in 2008, has repeatedly called for senior leaders to hold office for no more than two, five-year terms.

"Although we kept on trying to promote young people to senior positions, life proved that we did not always make the best choice," Castro said at a Party Congress in 2011.

"Today, we are faced with the consequences of not having a reserve of well-trained replacements....It's really embarrassing that we have not solved this problem in more than half a century," he said.

The 2011 party summit adopted a more than 300-point plan to "update" Cuba's Soviet-style economic system, designed to transform it from one based on collective production and consumption to one where individual effort and reward play a far more important role.

Across-the-board subsidies are being replaced by the country's first comprehensive tax code and targeted welfare.

Fidel Castro, these days referred to as the "historic leader of the revolution," is no longer seen as wielding real power, but he has maintained a public presence through his writings, meetings with important visitors and rare appearances.

Esteban Lazo, member of the political bureau of the Community Party and vice president of the Council of State, 68, was named parliament president Sunday to replace a retiring Ricardo Alarcon, who served for 20 years.

First lady to press governors on veterans' jobs

WASHINGTON (AP) ? First lady Michelle Obama will challenge governors to make it easier for military members to transfer their skills to civilian jobs.

Mrs. Obama wants states to pass legislation or take executive action allowing veterans to receive professional credentials or licenses based on their experiences in the military. Administration officials said that would allow veterans to apply for jobs more quickly rather than having to take courses for skills they already have.

Mrs. Obama will announce her proposals Monday during remarks to governors who are in Washington for their annual meeting. President Barack Obama and Vice President Joe Biden will also address the governors during the event at the White House.

The veterans' initiatives are part of Mrs. Obama's "Joining Forces" program, which aims to help veterans and their families. The program has focused in particular on assisting military personnel find civilian jobs, an effort that is expected to take on more urgency as more than 60,000 U.S. troops return home from Afghanistan by the end of 2014.

Mrs. Obama will ask states to focus in particular on making it easier for veterans to obtain credentials and licenses for commercial driving, nursing, and emergency medical services, administration officials said. The White House has outlined suggested legislative language states can use for implementing the changes.

Officials did not have an estimate for how much it would cost states to implement the credentialing programs. But they suggested the programs could eventually be a cost-saver by keeping veterans off unemployment.

Mrs. Obama has previously called on states to help military spouses transfer their state-specific credentials when their families move due to changes in deployment. Seventeen states have passed such legislation over the past year, joining 11 states that already had laws on the books.

The officials requested anonymity in order to speak ahead of Mrs. Obama's announcement.

Lyoto Machida pulls out split-decision win over Dan Henderson at UFC 157

ANAHEIM, Calif. -- Lyoto Machida took a split decision over Dan Henderson in the co-main event at UFC 157 on Saturday. The judges saw it 29-28, 28-29, 29-28 for Machida.

Machida was elusive as usual in the first round, but Henderson was able to sneak in and land a few kicks and punches. At the end of the round, Machida took Henderson down with a leg trip and landed strikes.

The second round showed Machida still being elusive and keeping his distance from Henderson. Machida tried for a front kick several times, but couldn't land it. Meanwhile, Henderson couldn't land much.

Henderson is known for his big, overhand punches. Most of the time, when he throws it, it can mean the end of a fight. However, he had trouble getting close enough to Machida for the overhand to work.

In the third round, Machida moved in for a takedown but ended up with Henderson on top. Henderson used elbows from the top, but Machida was able to get out with less than two minutes left in the fight.

Before the fight, UFC president Dana White said that the winner of this bout will get the next title shot. UFC light heavyweight champion Jon Jones will put the title up against Chael Sonnen in April, but the next fight will likely go to Machida.

Machida was once the UFC light heavyweight champion, but lost the title to Rua in 2010. Since then, he has wins over Randy Couture and Ryan Bader, but losses to current champion Jon Jones and Quinton Jackson. It will be his third chance at the light heavyweight title. He won it with a knockout of Rashad Evans in 2009, but lost to Jones in 2011.

Henderson had a long layoff between fights. His last bout was one of the best in MMA history. In November of 2011, Henderson defeated Mauricio Rua in a five-round decision. Since then, Henderson had a fight lined up with Jones in September, but had to pull out at the last minute because of a knee injury. His record falls to 29-9. He's 42 years old, and against Machida, looked slow and old for the first time in his career.

Jay-Z, Timberlake announce summer tour

NEW YORK (Reuters) - Rapper Jay-Z and Justin Timberlake are teaming up for a 12-city summer stadium tour that will include concerts in New York, Los Angeles, San Francisco and Chicago, music promoter Live Nation said on Friday.

The "Legends of the Summer" tour will kick off at the Roger's Center in Toronto on July 17, and finish on August 16 at the Sun Life Stadium in Miami.

Venues in Boston, Detroit and Baltimore will also be included in the tour.

Earlier this week Live Nation said the duo, who together have won 23 Grammy awards and two Emmys and have sold 67 million albums, will also be performing together in London at the Wireless Festival on July 12-13.

Timberlake's new album, "The 20/20 Experience," which will be released next month, features "Suit & Tie," a collaboration with Jay-Z. The two performed a duet together at the Grammy Awards earlier this month.

Almost 460-gigapixels large, this picture is about four times larger than the previous world record image of Shanghai, China, which was about 114-gigapixels.?

This panorama was shot at the top of the BT Tower in London, made possible with the help of four cameras, multiple lenses and a couple of robots that helped to move the cameras around.?

The stitching of the panoramic photograph was done on two workstations with 192GB and 256GB of RAM, using Kolor Autopano Giga stitching software.?

Guatemala: Probing reports drug lord may be dead

GUATEMALA CITY (AP) ? Guatemalan authorities are mobilizing security forces to scour a remote, rural area where residents reported a gunbattle between drug gangs and said one of the dead resembled Mexico's most-wanted drug lord, Joaquin "El Chapo" Guzman.

But officials stressed late Thursday that they had not yet found any bodies or even confirmed a shootout happened.

Interior Minister Mauricio Lopez Bonilla told The Associated Press that police and soldiers would begin searching on foot and in the air at first light Friday, looking for the scene of the reported gunfight in Peten province near the border with Mexico.

Authorities initially said Thursday night that they were investigating whether Guzman was one of at least two men killed in the remote area, but hours later backtracked and said they had only received reports of a battle from local people.

Government spokesman Francisco Cuevas first told Guatevision Television that two drug gangs had clashed in Peten, an area that has seen an increase in drug violence and that at least two men had died in the shootout.

"We have to wait for all the technical information in order to determine if, in fact, one of the dead is of Joaquin 'El Chapo' Guzman," Cuevas said.

Later, Cuevas told Mexico's Televisa network that authorities hadn't yet found a body or the scene where reports said a shootout took place.

He never said what led officials to think that one of the dead men might be Guzman.

But Interior Department spokeswoman Carla Herrera told The Associated Press that one of the victims physically resembled the drug lord. She said officials had asked the Mexican government to send Guzman's fingerprints to compare them to the man found inside a vehicle and to send investigators.

However, Herrera's boss, Lopez Bonilla, told the AP that it was residents of the town of San Francisco who had told officials of a gunbattle and reported that one of the people killed looked like Guzman.

"The fact is we don't have any of this information confirmed," Lopez Bonilla said.

Mexican President Enrique Pena Nieto said late Thursday that he had no information on the case.

"I don't have any information that can confirm that," he told reporters.

Peten province is an isolated area of jungle and ranches where 27 ranch workers were massacred in 2011 by the Zetas drug gang, a top rival for Guzman's Sinaloa drug cartel.

Guzman, who has been in hiding since escaping from a Mexican prison in a laundry cart in 2001, is one of the world's most dangerous and most wanted fugitives.

He's also one of the richest: Forbes magazine has estimated his fortune at $1 billion.

New Delhi (CNN) -- UK Prime Minister David Cameron visited the site of the infamous 1919 Amritsar massacre by British troops in India on Wednesday -- but those hoping he might apologize for the atrocity were disappointed.

Cameron, the first serving British prime minister to visit Amritsar, a Sikh holy city in the northwestern state of Punjab, laid a wreath at a memorial to the hundreds killed in the massacre.

Writing in a book of condolences at the Jallianwala Bagh memorial, he described the massacre as "a deeply shameful event in British history." He added, "We must never forget what happened here."

However, he did not give a formal apology for the atrocity, which occurred while India was part of the British Empire.

A spokesman for Cameron said the British state had always described the massacre as monstrous, but that "we need to be careful about going around apologizing for things that happened 40 years before the prime minister was born."

Cameron's trip to India is focused on promoting closer trade and business links.

Queen Elizabeth II and her husband, Prince Philip, previously visited Amritsar in 1997.

In 1920, then-cabinet minister Winston Churchill condemned the massacre as "an episode which appears to me to be without precedent or parallel in the modern history of the British Empire ... It is an extraordinary event, a monstrous event, an event which stands in singular and sinister isolation."

The atrocity occurred when a British Army general ordered troops to open fire to disperse a crowd of unarmed protesters who had gathered in Jallianwala Bagh, Amritsar.

A report by a British-led committee in the wake of the massacre put the number killed at close to 400, with three to four times as many people injured. Indian observers put the number killed at more than 1,000.

Stalinist regime chronicler Alexei German dies

MOSCOW (AP) ? Alexei German, a Russian film director best known for his works chronicling the Stalinist era in the Soviet Union, died in Moscow on Thursday. He was 74.

His son, Alexei German Jr., said in a blog post Thursday that the filmmaker died of heart failure at a hospital in St. Petersburg.

German came to prominence internationally for his 1983 production "My Friend Ivan Lapshin" about a police investigator battling a criminal gang. Authorities blocked the film's release for two years because of its realistic depiction of Soviet life in the wake of the Stalinist terror of the late 1930s.

"Khrustalyov, My Car," a grotesque narrative centered on Stalin's final days, had a troubled production and received a hostile reception at its Cannes premiere in 1998, but later attained cult status.

Graham to Hagel: Did You Say Israel Risked Becoming an Apartheid State?

South Carolina senator Lindsey Graham has just sent a letter to Barack Obama's defense secretary nominee, Chuck Hagel. Graham asks if, at a 2010 appearance at Rutgers University, Hagel said Israel "was risking becoming an apartheid state."

A law student in attendance, Kenneth Wagner, wrote a contemporaneous email detailing Hagel's remarks, saying the former Nebrasks senator had said the state of Israel risked becoming an "apartheid state." These allegations were first reported Tuesday by the Washington Free Beacon. Here's the relevant quote from the Free Beacon?report:

?I am sitting in a lecture by Chuck Hagel at Rutgers,? Wagner wrote in the email. ?He basically said that Israel has violated every UN resolution since 1967, that Israel has violated its agreements with the quartet, that it was risking becoming an apartheid state if it didn?t allow the Palestinians to form a state. He said that the settlements were getting close to the point where a contiguous Palestinian state would be impossible.?

?He said that he [thought] that Netanyahu was a radical and that even [former Israeli foreign minister Tzipi] Livni, who was hard nosed thought he was too radical and so wouldn?t join in a coalition [government] with him. ? He said that Hamas has to be brought in to any peace negotiation,? Wagner wrote.

In his letter, Graham writes: "Senator Hagel, did you say this? Have you said anything similar? Does this contemporaneous email accurately reflect your views?"
