Water features are pretty common here in Southern California and there are plenty of Carlsbad homes for sale with water features (which may or may not be mentioned in the MLS listing). And you can always add one if you like, or change out what is already there.

Common water features include small ponds (some with fish, typically koi), bird baths, waterfalls, and fountains. Pools for swimming are called just that; a spa is a spa (but obviously a sort of water feature). People often install a water feature near the front door, perhaps in the entry courtyard, as a welcoming sound for guests.

Water features serve a number of purposes. They are pleasant to listen to and usually aesthetically pleasing, lend a sense of tranquility (many find them relaxing), and some work well for providing water for the local birds. Many are works of art to enhance the landscape, garden or patio.

They can be utilitarian, for adding moisture to the area.
?
Another good reason for a water feature is to muffle the sounds from the street, the neighbors, or a nearby busy road (the I-5 freeway). Of course in some cases it would take a massive fountain or the gush of Niagara to muffle the freeway, and then what good is all THAT noise?!
