KABUL, Afghanistan (AP) ? The U.N. mission in Afghanistan says airstrikes by the U.S.-led coalition killed 126 civilians last year, a nearly 50 percent drop from the year before.
Tuesday's report comes a day after President Hamid Karzai banned Afghan forces from asking for air support amid anger over the killing of five children, four women and a man in a strike last week.
The report says the overall civilian death toll in 2012 dropped 12 percent to 2,754. But it expressed concern about a spike in targeted killings and human rights abuses, a worrisome trend as the U.S. and allies prepare to withdraw combat troops by the end of 2014.
The report also says the Taliban and other insurgents increasingly targeted civilians and were responsible for 81 percent of civilian casualties last year.

Under a White House immigration plan obtained by USA Today,?undocumented immigrants would be able to apply for a newly-created ?lawful prospective immigrant? visa and pursue green cards after about eight years, and after legal applicants had been granted citizenship. The plan also calls for more funding for security, and would require business owners to check the immigration status of new hires within four years.
A White House official who did not wish to be identified said the administration did not leak the draft as a way to ?float? their own immigration plan, and insisted the administration is focused on supporting the Congressional process, where progress on immigration reform is being made.
?We were surprised to learn what appeared to be draft language had been given to the press,? said the administration official to NBC Latino, who went on to say the leak was ?unfortunate.?
The official was responding to the firestorm created after?USA Today ?obtained a copy of the plan, which had been distributed to several government agencies but had not been made public.

Florida Republican Senator Marco Rubio, who is part of the Senate ?Gang of Eight? working on an immigration reform plan, swiftly condemned the administration?s proposal, saying it would be ?dead on arrival? and the Senate would never vote for it. Wisconsin Republican Congressman Paul Ryan said on Sunday?s ?This Week? that the president ?leaked the proposal in order to gain a ?partisan advantage.?
But on NBC?s ?Meet the Press,? White House Chief of Staff Denis McDonough said the administration is counting on a Congressional bipartisan immigration reform plan, and is drafting one just in case a plan fails in Congress.
?We?ll be prepared in the event that the bipartisan talks going on the Hill, which by the way, we?re very aggressively supporting; if those do not work out then we?ll have an option that we?ll be ready to put out there,? said McDonough.

QUETTA, Pakistan (Reuters) - Pakistani Shi'ites furious over a sectarian bombing that killed 85 people protested on Monday, demanding that security forces protect them from hardline Sunni groups.
The attack, near a street market in the southwestern city of Quetta on Saturday, highlighted the government's failure to crack down on militancy in nuclear-armed Pakistan just a few months before a general election is due.
While the Taliban and al Qaeda remain a major source of instability, Sunni extremists, who regard Shi'ites as non-Muslims, have emerged as another significant security threat.
Shi'ite frustrations with waves of attacks on them have reached boiling point.
In Quetta, some ethnic Shi'ite Hazaras are refusing to bury their dead until the army and security forces go after Lashkar-e-Jhangvi (LeJ), the group which claimed responsibility for the latest bombing.
Around 4,000 men, women and children placed 71 bodies beside a Shi'ite place of worship. Muslim tradition requires that bodies are buried as soon as possible and leaving them above ground is a potent expression of grief and pain.
Protesters chanted "stop killing Shi'ites".
"We stand firm for our demands of handing over the city to army and carrying out targeted operation against terrorists and their supporters," said Syed Muhammad Hadi, spokesman for an alliance of Shi'ite groups.
"We will not bury the bodies unless our demands are met."
The paramilitary Frontier Corps is largely responsible for security in Baluchistan province, of which Quetta is the capital, but Shi'ites say it is unable or unwilling to protect them.
LeJ has stepped up suicide bombings and shootings in a bid to destabilize strategic U.S. ally Pakistan and install a Sunni theocracy, an echo of the strategy that al Qaeda pursued to try and trigger a civil war in Iraq several years ago.
The group was behind a bombing last month in Quetta, near the Afghan border, that killed nearly 100 people.
In Karachi, a strike to protest against the Quetta bloodshed brought Pakistan's commercial hub to a standstill.
Authorities boosted security as protesters blocked roads, including routes to the airport, disrupted rail services to other parts of the country and torched vehicles.
The roughly 500,000-strong Hazara people in Quetta, who speak a Persian dialect, have distinct features and are an easy target.
The LeJ has had historically close ties to elements in the security forces, who see the group as an ally in any potential war with neighboring India. Security forces deny such links.

City hall?s carefully crafted rules governing methadone-clinic locations are facing their latest test, this one over how exactly to measure the 300-metre buffer zone mandated around schools.
Hamilton-based Towards Recovery has applied to open a facility in a former paint store at 527 Wellington Rd. ? arguing it?s a near-400-metre walk to nearby Sir G.E. Cartier public school in London?s Lockwood Park neighbourhood.
But city staff say the acid test isn?t a stroll?s length, but a straight line between property lines. And in this case, the sites are too close and changing that measuring stick, staff add, would represent ?a fundamental shift? in the rules city hall spent 18 months crafting.
Planning boss John Fleming is recommending politicians reject the application, which is the second since London?s groundbreaking rules were put in place one year ago. (The other applicant, on Wharncliffe Rd. near Old South, was approved in October.)
This latest proposal will be debated by council?s planning committee Tuesday.
But it was first tabled five months ago to the neighbourhood, which was outspoken in its opposition ? an example of what some experts consider Londoners? wide-spread misunderstanding of methadone, clinics and the patients they treat.
Methadone is a liquid medication that was created specifically to be similar to opioids like heroin and some painkillers, but without creating the same ?high.?
It successfully reduces or eliminates the craving for those drugs.
But the perception of clinics attracted hordes of drug addicts ? rather than patients recovering from addiction ? has caused tension across London.
When the public weighed in on the Wharncliffe Rd. clinic, one resident told politicians: ?As far as I?m concerned, you?re legalizing a drug dealer in our area.?
?These (patients) are people who have made a decision to get help, to change their lives,? said Abe Oudshoorn, a Western University nursing professor who?s written about methadone clinics.
?In this way, methadone treatment decreases crime, not increases it. If we want drug- and crime-free communities, then we need sufficient access to all forms of treatment and support.?
The situation here is coloured by Clinic 528, the Dundas St. facility that?s played a role in so-called ?land-use conflicts? in that area.
That in part led to city staff?s zoning rules for future clinics, which among other things call for 300-metre buffer zones around schools, libraries, public pools and arenas and the Western Fair District.
Staff say the Wellington Rd. proposal is clearly in breach of those rules ? when measuring the distance as-the-crow-flies. But Towards Recovery representatives have said the distance to walk from their site to the school is upwards of 400 metres.
The staff report also cites parking concerns as a reason to reject the plan.
