FRANKFURT, Germany (AP) ? European Central Bank head Mario Draghi says the bank is ready to intervene in the bond market to drive down countries' high borrowing rates, and urged European leaders to get their bailout fund ready to intervene as well.

Draghi said Thursday the bank could buy bonds if the borrowing rates stop the ECB in its efforts to spread its low interest rates throughout the 17 countries that use the currency.

Such a move could, crucially, lower the borrowing rates that are threatening to push Spain and Italy into financial disaster.

The ECB "may undertake outright open market operations of a size adequate to reach its objective," Draghi said.

Draghi announced no immediate action. "Over the coming weeks, we will design the appropriate modalities for such policy measures."

The words about adequate size appeared to address concerns that an earlier ECB intervention was not big enough to impress bond markets. That effort began in May 2010 and has been left unused since March after it did not decisively lower borrowing costs.

Financial markets appeared unimpressed by Draghi's comments that the bank was preparing a new approach to get a grip on Europe's debt crisis.

Before Draghi's statement, stocks and the euro were buoyant. As he spoke they both went into reverse.

In Europe, Germany's DAX was down 1.4 percent at 6,657 while the CAC-40 in France fell 1.3 percent to 3,278. The FTSE 100 index of leading British shares was down 0.7 percent at 5,675.

The euro was 0.2 percent lower at $1.2215.

In his comments, Draghi was careful to add that the bank would be acting independently to determine monetary policy and interest rates. It is forbidden by the EU treaty from using its monetary powers just to support government finances.

He said the eurozone governments "must stand ready" to use their bailout funds, the European Financial Stability Fund and its successor, the European Stability Mechanism, in direct market interventions themselves. Countries would have to ask for that help first, which would take time, while the ECB can act at any time.

The bailout funds could play a key role because they can enforce tough conditions in return for help, such as further economic reforms. That way the bond market intervention could take pressure off governments while not undermining governments' resolve to cut their deficits and clear away regulation that slows growth and makes debt harder to pay.

When the Dark Knight rises to defend Gotham once more, he literally takes to the skies in a flying vehicle known simply as the Bat. The new nonlethal weapon in Batman's arsenal can hover like a helicopter and pull off aerial maneuvers worthy of "Top Gun" fighter jets ? a combination that may seem almost too good to be true.

That amazing spectacle should come as no surprise in a Hollywood film about a billionaire superhero with access to top-secret military technology. But making the Bat fly in today's reality would prove a lot trickier, said Mitchell Burnside Clapp, a program manager for the U.S. military's?Defense Advanced Research Projects Agency?(DARPA).

"The problem with a vehicle like the Bat is that it's going to have to generate enough thrust to hold itself off the ground," Burnside Clapp said. "The main thrust appears to come from the belly rotor while the other devices seem to be applied more to maneuvering."

Burnside Clapp looks to the future of aircraft technology as manager for DARPA's Disc-Rotor Compound Helicopter program. He previously served as an Air Force Reserve instructor at the U.S.?Air Force Test Pilot School?and worked at several private aerospace companies. In this case, he has also seen "The Dark Knight Rises" (Warning: plot spoilers ahead; no character spoilers).

Making the Bat fly
Downward thrust from the Bat's belly rotor must at least equal the weight of the Bat to achieve the hover effect, Burnside Clapp explained. Helicopters create such lift by having long rotor blades extending well beyond the main aircraft body ? the blade sections close to the main rotor hub do not create much lift because they don't move very fast relative to the air.

But helicopter lift also depends on accelerating air downward through their spinning rotor blades. That becomes a problem if the rotor sits underneath an aircraft such as the Bat (although Lucius Fox, Batman's gadgets master in the Christopher Nolan film trilogy, mutters something about solving air recirculation issues in the Bat's design).

Putting the main rotor beneath the Bat also leads to some stability problems ? "think of the problem of balancing a broomstick on your palm" to get an idea, Burnside Clapp told InnovationNewsDaily. By comparison, rotors act as a restoring force for stability when they sit on top of helicopters. [V-22 Osprey: Controversial Dream Machine]

Assuming the Bat weighs about as much as modern helicopters, the Bat's rotor would still need to have "enough air to push a several thousand pound vehicle upwards," Burnside Clapp said. Such force would easily knock a standing person down, which would have changed certain "Dark Knight Rises" scenes in a fairly dramatic fashion.

Leaping the technology gap
Still, some technologies could make hovering vertical takeoff and landing (VTOL) aircraft work in the confined urban canyons of Batman's Gotham City. Shrouded rotors distributed around the Bat vehicle could prevent the downwash from flattening everyone around it, Burnside Clapp said.

Enough power can make almost anything fly (maybe even a prohibitively expensive?flying aircraft carrier). Helicopters represent a power-efficient way of providing lift, followed by the less efficient "vectored thrust" aircraft such as the F-35 Joint Strike Fighter.

By comparison, the Bat's unusual design would lead to huge power demands ? but perhaps not unsolvable demands, according to the technological leaps of fancy in "The Dark Knight Rises."

"The Bat, in the film, would need an unbelievable amount of power," Burnside Clapp said. "Now if you had a?fusion reactor?big enough to power a city that was small enough that you could carry it around in a medium truck, then ?"

ScienceDaily (Aug. 2, 2012) ? To minimise the chance of being recognised and thus attacked by the birds they are trying to parasitize, female cuckoos have evolved different guises. The new research, funded by the Natural Environment Research Council, was published August 3, in the journal Science.

The common cuckoo (Cuculus canorus) lays its eggs in the nests of other birds. On hatching, the young cuckoo ejects the host's eggs and chicks from the nest, so the hosts end up raising a cuckoo chick rather than a brood of their own. To fight back, reed warblers (a common host across Europe) have a first line of defence: they attack, or 'mob', the female cuckoo, which reduces the chance that their nest is parasitized.

Some female common cuckoos are grey and hawk-like, and previous research has shown that their resemblance to hawks reduces host bird attack. However, other females are bright rufous (brownish-red). The presence of alternate colour morphs in the same species is rare in birds, but frequent among the females of parasitic cuckoo species. The new research shows that this is another cuckoo trick: cuckoos combat reed warbler mobbing by coming in different guises.

Cuckoos are secretive. To widen their source of information about local cuckoo activity, reed warblers eavesdrop on the mobbing behaviour of their neighbours. In the study, the researchers manipulated local frequencies of the more common grey colour cuckoo and the less common (in the United Kingdom) rufous colour cuckoo by placing models of the birds at neighbouring nests. They then recorded how the experience of watching neighbours mob changed reed warbler responses back at their own nest.

They found that reed warblers increased their mobbing, but only to the cuckoo morph that their neighbours had mobbed. Therefore, as one cuckoo morph increases in frequency, local host populations will become alerted specifically to that morph. This means the alternate morph will be more likely to slip past host defences and lay undetected. This is the first time that 'social learning' has been documented in the evolution of mimicry as well as the evolution of different observable characteristics -- such as colour -- in the same species (called polymorphism).

Dr Rose Thorogood, of the University of Cambridge and co-author on the paper, said: "When mimetic disguises become less effective, evolving a polymorphism can be a successful trick. Our research shows that individuals assess disguises not only from personal experience, but also by observing others. However, because their learning is so specific, this social learning then selects for alternative cuckoo disguises and the arms race continues."

Professor Nick Davies, of the University of Cambridge and co-author on the paper, added: "It's well known that cuckoos have evolved various egg types which mimic those of their hosts in order to combat rejection. This research shows that cuckoos have also evolved alternate female morphs to sneak through the hosts' defences. This explains why many species which use mimicry, such as the cuckoo, evolve different guises."

Nations opposed to the EU's controversial carbon tax on airlines meet in Washington aiming to come up with an alternative plan

The US is hosting a two-day meeting of countries opposed to the EU's controversial carbon tax on airlines.

Delegates meeting at the US Department of Transportation will explore an alternative global solution that would include the EU.

China, India, Russia and the US are among the countries opposed to the EU scheme, which took effect on 1 January.

The US says the EU's unilateral action could lead to a patchwork system if other countries impose their own tax.

International airlines will begin receiving bills in April 2013, after this year's carbon emissions have been assessed.

The BBC's Kim Ghattas, in Washington, says the looming deadline to pay up and the prospect of a trade war next year may motivate the delegates in Washington to find a way out of the impasse, though no breakthrough is expected this week.

US Transportation Secretary Ray LaHood has denounced the EU tax as "a lousy policy, a lousy law", saying the EU "should have done it in a more collaborative way".

The EU has refused to back down and has expressed frustration that opposing countries have not come up with a serious, alternative proposal.

The Emissions Trading Scheme (ETS) creates permits for carbon emissions. Airlines that exceed their allowances will have to buy extra permits, as an incentive to airlines to pollute less.

The number of permits is reduced over time, so that the total CO2 output from airlines in European airspace falls.

The European Commission says Europe would be willing to join a global scheme run by the International Civil Aviation Organization (ICAO) if it matches the targets set by the EU scheme.
